In a significant legal development, Malta has won the first round of its court battle against the European Commission (EC) regarding its citizenship-by-investment (CBI) program. On 4 October, an Advocate General of the Court of Justice of the European Union (CJEU) issued a statement asserting that the EC does not have the authority to impose restrictions on Member States’ CBI policies.
